As the indent buttons don't work in the main document, spaces at the start of lines are the only way of making a multi-level bulleted list. But when exporting to pdf, all leading spaces are dropped, so all bullet levels end up the same. See for example https://nwm-trial.etsi.org/#/documents/4058

Latex is used to typeset the PDF, and Latex does not preserve leading whitespace. The List feature will be introduced very soon, which will then allow to structure text/list items with indentations.
