It is useful to reduce the text size of certain chunks of text, such as background text or quotes, to show more clearly they are not part of the editor's text. 'Mis'using the subtext works, but causes problems with the PDF printing (no wrapping) and is therefore not suitable.

This is not something needed in the current drafting rules of ETSI or 3GPP, so it is unlikely we'll implement it. Try to use other highlighting means (italics, bold, etc.).
