Provide means to delete/withdraw a document

It should be possible to delete a document, or withdraw it. The internal mechanism may be the same: making the document no longer visible. Although if the document is not deleted, NWM should not say it is deleted.

1) It should be possible for a document/variant owner to delete/withdraw a document, or a variant, which has not been shared. It would no longer be visible.

2) It should be possible for the owner to withdraw a document which has been shared which has no variants created against it (still its earliest version). It will remain visible in searches but labelled 'Withdrawn'. It should not be possible for anyone other than a superuser to open the withdrawn document.

3) It should be possible for an authorised user (e.g. technical officer) to withdraw a version of a document, if there are no variants created against it. This would be used to withdraw a specification, or a version of a specification. It will remain visible in searches but labelled 'Withdrawn'. It should not be possible for anyone other than a superuser to open the withdrawn document.

4) It should be possible for the owner/author of a variant which has been shared to withdraw it, provided the variant has not been decided upon and has no variants created against it, and certainly not merged into a version of the document. It will remain visible in searches but labelled 'Withdrawn'. It should not be possible for anyone other than a superuser to open the withdrawn variant.
