Allow a document owner/creator to deactivate automatic clause numbering, for any document which is not an ETSI /3GPP Deliverable.
This will be important when copying content from specifications in to a discussion document as part of the 3GPP discussion document workflow. But it could be useful in other cases as well.
Most likely we should not allow automatic numbering to be deactivated for formal Deliverables. But that could be discussed.
