Control right to edit certain types of documents, or certain contexts, based on whether the users organisation is an ETSI member or a 3GPP member.
Some manual override procedure might be required to allow STF/TTF experts to have editing rights for some committees or documents. Also a joint committee or WG will need to allow external people to have editing rights (they can be granted an EOL account without ETSI or 3GPP member status).
Having an EOL account should not be sufficient to grant editing access - there are many EOL account holders who are not from ETSI or 3GPP member organisations.
